FINAL PUBLIC NOTICE
Jackson County has applied for Federal Emergency Management Agency (FEMA) funding through the Florida Division of Emergency Management (FDEM) as an Applicant.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone: The proposed project would entail the asphalt paving of a segment of Sweet Pond Road, which is currently a dirt road, due to its high frequency of use for travel and susceptibility of the road to flooding.
Sweet Pond Road is located in a Special Flood Hazard Area (SFHA)—Zone A (1% annual chance floodplain). Confirmation of Sweet Pond Road in this Special Flood Hazard Area (SFHA) was determined by the Jackson County Flood Insurance Rate Map Panel No. 12063C0350D and 12063C0200D, dated 12/17/2010. The proposed work conforms to all applicable State of Florida and local floodplain regulations.
There is the potential for Sweet Pond Road to be impacted by future events due to its location within the A Flood Zone. The proposed work will not take place in any wetlands per the United States Fish and Wildlife Service National Wetlands Inventory.
Proposed Work and Purpose: Jackson County is requesting funds to upgrade a segment of Sweet Pond Road from dirt to paved asphalt in accordance with current codes and standards. The purpose of the project is to improve the road and prevent damages from future events.
Project Alternatives:
Alternative #1 (no action alternative): If no action is not taken to repair Sweet Pond Road, the road will not operate as designed and would result in direct detrimental impacts on the surrounding community.
Alternative #2: Relocation of Sweet Pond Road out of the SFHA would not be economically feasible and is not practicable, given that the road is part of a larger roadway system.
Comment Period: Comments are solicited from the public, local, state, or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to Jackson County. All comments are due within 15 days of this notice. Jackson County will forward comments to applicable regulatory agencies as needed.
