CONCURRENT NOTICE: NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Jackson County Board of County Commissioners (County) on behalf of Endeavor Forward, Inc.
REQUEST FOR RELEASE OF FUNDS
On or about June 20, 2025, the County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of FY 2024 Community Project Funding under the Consolidated Appropriations Act, 2024 (Public Law 118-42) and the Explanatory Statement for Division L of that Act,, as amended, to undertake a project to renovate two existing adjacent buildings managed by Endeavor Forward (a non-profit entity) in order to develop unique training classroom spaces related to job employment and independent living practice. Construction work to support the project includes activities such as: demolition of existing materials (i.e. interior framing, walls, flooring, and electrical etc.), installation of new walls, flooring, doors, windows, ceiling, lighting, electrical wiring, restroom fixtures, plumbing, fire safety systems, IT equipment, interior finishes, painting, etc. The building renovations will include the establishment of classrooms for job specific training as well as an independent living classroom space. The Estimated Total Project Cost is $2,712,000. The total amount of HUD funds is $1,500,000 (24-CP-FL-0597). The total amount of non-HUD funds is $1,212,000 which includes funding from the Florida State Legislature ($576,000.00 – Grant #88H93750-4D001 & $492,000.00 – Grant #25A394) and Jackson County ($144,000 – 20/21 HHRP).
FINDING OF NO SIGNIFICANT IMPACT
The County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at County Administration Officelocated at2864 Madison Street, Marianna, FL 32448and may be examined or copied weekdays 9:00 A.M to 3:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the County. All comments must be received by June 19, 2025. Comments will be considered prior to the County requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The County certifies to HUD that Jamey Westbrook in his capacity as Board Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County; (b) the County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the HUD Community Planning & Development Division Jacksonville Field Office – 400 W. Bay Street – Suite 1015, Jacksonville, FL 32202. Potential objectors should contact the Countyto verify the actual last day of the objection period.
