SECOND PUBLIC NOTICE FOR SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

On Tuesday, January 27, 2026, at 6:00 PM, CST the Jackson County Board of County Commissioners will hold a Public Hearing in the board chambers at 2864 Madison Street in Marianna, FL. The purpose of the public hearing is to obtain citizen comments on the proposed application that will be submitted by the County to construct new water well and water storage facilities.

TNotice is hereby given that the Jackson County Board of County Commissioners intends to apply to the Florida Department of Commerce for funding under the Community Development Block Grant (CDBG) Small Cities Program for construction of a new water well and water storage facilities.

The construction of a new water well and water storage facility will address the Urgent Need National Objective by creating complete critical infrastructure improvements that are necessary to preserve the health and welfare of the County, the City of Marianna, and the citizens and residents that reside therein. Construction of the water well will take place near the intersection of Interstate 10 and Highway 71; construction of the water storage facility would take place near the intersection of Highway 90 and Highway 71.

A Public Hearing will be held to provide citizens an opportunity to review and comment on the proposed CDBG application, the scope of the water well and water storage project, its anticipated benefits, and its potential impacts. All interested persons are encouraged to attend and provide input. Written comments will also be accepted prior to or at the public hearing.

The Jackson County Board of County Commissioners anticipates requesting approximately $3,410,000.00 in CDBG funds for the proposed project. Estimated breakdown of costs:

  • Construction (Water Storage Facility): $2,250,000.00
  • Construction (Potable Water Well): $605,000.00
  • Engineering, Design, and Inspection: $405,000.00
  • Administrative Costs: $150,000.00

No displacement of persons is anticipated as a result of this project. If temporary construction-related impacts occur, they will be addressed in accordance with applicable regulations.

The proposed CDBG draft application and related materials will be available for public inspection at the Jackson County Administrative Building located at 2864 Madison Street, Marianna, FL 32448. Copies may be reviewed Monday through Friday during the normal business hours of 7:30 AM to 4:30 PM
