Understanding County Jurisdiction
Jackson County includes both incorporated municipalities (cities and towns) and unincorporated areas. Understanding the difference can help explain which local government is responsible for land use planning and many local ordinances.
The Jackson County Board of County Commissioners is responsible for adopting and administering the Comprehensive Plan, Future Land Use Map, Land Development Code, and many local ordinances that apply within unincorporated Jackson County. Incorporated municipalities operate under Florida’s home rule authority and have their own elected governing bodies responsible for adopting and administering their own comprehensive plans, land development regulations, and local ordinances within their municipal boundaries.
A property’s mailing address does not determine which local government has jurisdiction. Municipal boundaries and postal mailing addresses are established independently and do not always align. For example, a property may have a mailing address associated with a nearby city or town while still being located in unincorporated Jackson County.
